Use explicit RSA encryption padding

Replace Boolean padding arguments on attributed RSACryptoServiceProvider.Encrypt/Decrypt calls with RSAEncryptionPadding.OaepSHA1 or Pkcs1, preserving the existing padding choice. Typed Boolean expressions are evaluated once; named arguments, user-defined Boolean conversions, unresolved calls, and other providers are left unchanged. Does not change key generation, persistence, or certificate handling. Lambda/query contexts remain unchanged.
