Preserve COM type library names

Replace resolved Marshal.GetTypeLibName(ComTypes.ITypeLib) with a private helper calling GetDocumentation(-1, ...). Preserve the Framework null-argument parameter name, returned name and exceptions without releasing COM objects or changing apartments. Leaves the supported GetTypeInfoName API, legacy UCOM overloads, partial owners, conditional files and unresolved calls unchanged.
