Use Task.Run for ignored exception Action APM calls

Opt-in port of ignored bound Action<Exception>.BeginInvoke(argument,null,null) statements. A private void helper captures the receiver and exception argument in caller order, throws NullReferenceException immediately for a null receiver, then schedules Task.Run. Preserve receiver/argument failures, capture and virtual/multicast invocation; adopt Task scheduling, child-task and unobserved-exception behavior. Leave observed results, callbacks/state, named arguments, other delegate types, lambdas/queries, partial/generic owners, discarded comments and snapshots unchanged. Separate from version upgrades.
