Use Task.Run for ignored Boolean Action APM calls

Opt-in port of ignored bound Action<bool>.BeginInvoke(argument, null, null) calls on explicit fresh delegate constructions. A private helper captures the receiver and Boolean argument immediately before Task.Run scheduling. Adopt Task scheduling, child-task and unobserved-exception behavior. Leave observed results, callbacks/state, other delegate types, lambdas/queries, named arguments, partial/generic owners, comments and conditional files unchanged. Not composed into version upgrades.
