Make shell execution explicit for known HTTP scheme expressions

Proprietary

Broader opt-in desktop shell port for bound Process.Start string/inline-settings calls whose argument has a literal http:// or https:// prefix, including regular/verbatim interpolation with runtime hostnames and built-in string+string concatenation. Preserve the whole expression and its evaluation; do not validate, normalize or reconstruct an address. Adopt shell association behavior even when the runtime address is malformed. Keep variable/unknown prefixes, other schemes, raw delimiters, custom operators, explicit settings and existing binding/context guards unchanged. Separate from version upgrades; validate the target desktop association/environment.
