Preserve HttpServerUtility URL tokens on modern .NET

Replaces resolved static System.Web.HttpServerUtility.UrlTokenEncode(byte[]) and UrlTokenDecode(string) calls with private BCL-only helpers for .NET Core 3.0 and later. Preserves the trailing padding-count marker, null/empty inputs, invalid-marker null results, Framework base64 validation and single argument evaluation. Removes unused legacy imports and aliases. Leaves partial/non-class types, conditional files, global/scoped legacy imports, commented receivers, method groups and unresolved/lookalike APIs unchanged. Does not use ordinary base64url.
