Use DtdProcessing for XML text reader configuration statements

Replace standalone bound XmlTextReader.ProhibitDtd setters with equivalent Prohibit/Parse DtdProcessing assignments. Retain receiver and boolean evaluation, IDs, surrounding reader calls and XML policy. Require the receiver's static type to be exactly XmlTextReader to avoid subclass member hiding; skip assignment values, dynamic/custom boolean conversions, lambda bodies and conditional snapshots.
