Use DtdProcessing in fresh XML settings initializers

Replace bound ProhibitDtd assignments in new XmlReaderSettings object initializers with equivalent Prohibit/Parse DtdProcessing values. Preserve the boolean expression, initializer ordering, other properties, allocation and surrounding uses. Require exact BCL construction and an already typed boolean value; leave borrowed settings, dynamic/custom conversions and conditional snapshots unchanged.
