Use ConfigurationManager's configuration APIs

Replace resolved ConfigurationSettings.AppSettings access with ConfigurationManager.AppSettings and ConfigurationSettings.GetConfig(section) with ConfigurationManager.GetSection(section). These preserve the existing XML configuration model. Modern .NET requires the System.Configuration.ConfigurationManager package for either API. Unresolved calls, method groups, and conditional-compilation files are left unchanged.
