Read assembly identities without reflection-only loading

Replace resolved ReflectionOnlyLoadFrom(path).GetName() used only for Name, FullName, Version, CultureName, CultureInfo.Name/IsNeutralCulture or GetPublicKeyToken reads with AssemblyName.GetAssemblyName(path). Supports direct reads and closed block-local identity values. This opt-in reads file metadata directly and does not retain reflection-only loading events/context/cache behavior. It is not included in version composites. Other members, escaped/mutated values, conditional files and unresolved calls remain unchanged.
