Remove no-op Marshal.ReleaseThreadCache calls

Remove resolved calls to Marshal.ReleaseThreadCache() that are standalone statements in blocks. The Framework API has an empty body and explicitly performs no operation. Retain surrounding control flow; leave commented blocks/calls, embedded statements, method groups, expression-bodied members, conditional files and unresolved calls unchanged.
