Preserve Windows native AppDomain thread IDs

Opt-in Windows port of bound AppDomain.GetCurrentThreadId calls to a private exact kernel32 GetCurrentThreadId import. Retain the Framework native-thread-ID meaning used by Windows hooks; modern AppDomain returns a managed ID. Leave partial/generic owners, lambdas/queries, method groups, snapshots and files with custom marshalling/search/resolver contracts unchanged. Windows-specific API preparation, not managed thread identification.
