Preserve Framework SOAP dateTime formatting

Replace attributed SoapDateTime.ToString(DateTime) calls with a private formatter. Preserve the exact seven-digit fraction and numeric local offset, including Framework's legacy behavior for UTC values. Evaluate the date once. Parsing, partial/struct containers, lambdas/query expressions, conditional files and scoped/global imports remain for review.
