Preserve SOAP base64 formatting in partial classes

Replace attributed transient SoapBase64Binary formatting in block-bodied methods of partial classes with a static local formatter retaining Framework null, empty and LF-before-each-76-character-chunk behavior. Keep helper names local to the method to avoid cross-part member collisions. Standalone opt-in: review every consuming compilation for C# 8+ and compatible BCL references. Not included in the default migration composite. Other containers, field/property initializers, expression-bodied members, lambdas, queries and conditional/global-import files remain for review.
