Preserve valid literal Membership password generation

Port resolved Membership.GeneratePassword calls with valid literal length/punctuation counts to a private portable helper preserving the legacy alphabet, byte mapping, punctuation minimum and rejection of character-reference prefixes. Keep invalid/dynamic arguments, partial types, lambdas, snapshots and unsupported imports unchanged. Preserve legacy generation behavior rather than select a new password policy.
