Make legacy XML date formatting and parsing contracts explicit

Compose the exact historical XmlConvert DateTime formatting and 24-format parsing overload ports. Retain lexical forms, value/kind and failure policy without selecting a serialization mode. The parser creates a format array per call; review hot paths before adopting this opt-in bundle. Leaves other overloads, unsupported bindings/contexts, generic declarations and snapshots unchanged. Does not retarget projects or join version upgrades.
