Review machine-dependent default text encoding

Find resolved BCL Encoding.Default reads and Encoding.GetEncoding(int) calls with literal zero, including aliases, static imports and named zero. Preserve executable code, provider registration and fallback policy; do not choose UTF-8 or a legacy code page. Leave lookalikes, unresolved calls, nameof-only references, other encoding requests and conditional snapshots unchanged.
