Use a reviewed runtime fallback for a closed ILGenerator byte diagnostic

Keep the original ILGenerator BakeByteArray lookup first, then fall back only for a same-assembly runtime generator. Require explicit private implementation review and the closed three-statement parameter/local/Invoke/return shape. Reject source shadows, conditional snapshots, aliases of mutable values, other APIs, flags and overloads. Not in a broad migration composite.

Explicitly confirm review of deployed CoreCLR 8/9/10 private BakeByteArray implementation. A library target framework does not establish its runtime host. Default false; excludes Mono, Framework, AOT and future runtimes.
