Upgrade System.Text.Json with proven .NET 10 dependency policy

Upgrades existing System.Text.Json references to the reviewed 10.0.14 release only when the complete captured build proves supported literal targets and dependency policy. Preserves lower, conditional, imported, unknown or newer policy. Does not upgrade dependency pins: select and review explicit UpgradeNuGetPackageVersion steps separately before admission. Reuses the generic NuGet version/property/central planner; supplies no runtime compatibility claim.
