Exclude the redundant ValueTuple package from .NET 10 builds

Conditions plain System.ValueTuple 4.5.0 references so net10.0 uses its shared framework, preserving the package on other target frameworks. Requires an explicit net10.0 target in an SDK-style project. Leaves existing conditions, custom reference metadata and other package versions unchanged. Standalone opt-in recipe.
