Import attributed ASP.NET Core types after MVC migration

Add namespace imports for attributed ASP.NET Core MVC/authorization types written by simple name after type migration. Remove unused plain System.Web.Mvc/System.Web.Http imports only in files without remaining legacy references or unsupported import forms. Keep comments and existing legacy references. Ambiguous simple names retain the SDK's conservative import guard.
